    Your EDUCATION COMMITTEE, to whom has been referred

 

HOUSE BILL 134

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 2, lines 20 and 21, strike "the greater of twelve million five hundred thousand dollars ($12,500,000) or".

 

     2. On page 4, line 9, strike "create a" and insert in lieu thereof "implement the".

 

     3. On page 4, line 10, strike "in consultation with" and insert in lieu thereof "developed by".

 

     4. On page 4, line 12, strike "a".

 

     5. On page 4, line 13, strike "tribe receives" and insert in lieu thereof "tribes receive".

 

     6. On page 4, line 14, strike the first occurrence of "the" and strike "tribe" and insert in lieu thereof "tribes".

 

     7. On page 6, line 11, strike "MEMBERSHIP--".

 

     8. On page 6, lines 17 through 19, strike "The assistant secretary of Indian education of the public education department shall serve on the task force in an advisory function.".

 

     9. On page 6, line 20, after the period, strike the remainder of the line, strike lines 21 through 25 and on page 7, strike lines 1 through 13 and insert in lieu thereof:

 

          "B. To determine task force membership, the legislative education study committee shall convene representatives from the twenty-three sovereign Indian nations, tribes and pueblos located wholly or in part in New Mexico to propose an equitable tribal representation on the task force. The secretary of Indian affairs may participate in the deliberations with tribal representatives in an advisory capacity. The deliberations shall be based on indigenous values for decision-making in accordance with the principle of tribal self-determination. A consensus proposal for task force membership developed by the representatives of the twenty-three Indian nations, tribes and pueblos shall be presented to the legislative education study committee no later than September 1, 2024. The legislative education study committee shall transmit the proposal to the public education department. The public education department shall solicit and accept task force appointments pursuant to that proposal and convene the task force pursuant to Subsection A of this section.".

 

     10. Reletter the succeeding subsections accordingly.

 

     11. On page 7, line 15, strike "use" and insert in lieu thereof "implement".

 

     12. On page 7, lines 22 and 23, strike "report its recommendations for a" and insert in lieu thereof "provide the".,

 

and thence referred to the APPROPRIATIONS & FINANCE COMMITTEE.
